This is the Pennsylvania cut of that study. Happy Hour Map tracks specials at 44,332 bars and restaurants nationwide; the index uses only the 10,407 venues whose current specials were verified from the venue's own website or confirmed by the owner, yielding 5,960 itemized price points across 1,346 cities. Pennsylvania contributes 59 itemized drink prices from 333 verified venues.
All figures come from the 2026 Happy Hour Price Index, a frozen July 2026 snapshot of Happy Hour Map's verified listings. "Verified" means the venue's specials were read from the venue's own published menu or website, or confirmed by the owner — not crowd-sourced or estimated.
We are not publishing a Pittsburgh city average, and we want to be straight about why. The index only ranks a city once it clears 25 itemized, verified prices — a floor that keeps thin samples from producing headline numbers they can't support. Pittsburgh is well covered in our listings, but not enough of its verified specials were itemized to a dollar figure (as opposed to "half-off drafts" or "$1 off all drinks") to clear that bar in the July 2026 snapshot.
What we can say with the data in hand is the state-level arithmetic. Pennsylvania's 59 verified prices average $4.52. Philadelphia accounts for 26 of them, at $5.02. The remaining 33 prices — the rest of Pennsylvania, Pittsburgh included — therefore average about $4.13. Rounding in the published city and state averages puts that estimate in a $4.11–$4.14 band. It is a regional remainder, not a Pittsburgh measurement, and we'd rather label it that way than dress it up as a city ranking.

Philadelphia at $5.02 is 50 cents above the Pennsylvania state average — which is exactly why the non-Philadelphia remainder comes out so low. The rest of the state is carrying Pennsylvania's value ranking, not Philadelphia.

The state and city rankings use the beer-and-well figures, the two highest-volume and most comparable categories. Blending the national beer average ($4.96, 1,806 prices) with the national well average ($4.79, 365 prices) gives a national beer-and-well benchmark of roughly $4.93 — so Pennsylvania's $4.52 runs about 8% under the country as a whole, and the non-Philadelphia remainder runs about 16% under.

Happy Hour Map tracks happy hour listings for 44,332 bars and restaurants across all 50 states. The 2026 Happy Hour Price Index analyzed only the 10,407 venues whose current specials were verified directly from the venue's own published website or menu, or confirmed by the venue owner — covering 1,346 US cities. From those verified specials we extracted 5,960 usable, itemized price signals: absolute prices (e.g., "$5 house margaritas") categorized as beer, wine, cocktails, well drinks, or food, plus 1,580 flat dollar-off discounts (e.g., "$2 off all drafts"). Generic fallback phrases our collection system historically recorded when a happy hour was confirmed but its details could not be itemized are excluded, as are prices outside plausible bounds. State rankings require at least 50 itemized drink prices and city rankings at least 25; both use beer and well drinks, the two most comparable categories. Cities are assigned to states by ZIP code. Averages are simple means; medians are reported alongside to guard against outliers. The non-Philadelphia Pennsylvania figure quoted above is derived arithmetically from the published state and Philadelphia averages and samples, and is labeled as an estimate throughout.
A note on limitations: advertised specials change frequently, and the verified set skews toward venues that publish their specials online. Pennsylvania's 59 itemized prices are a modest sample — treat these as directional market comparisons, not menu guarantees. Pittsburgh is not ranked as a city because it did not reach the 25-price minimum in this edition.
